Professor Jerry Zhao served on the Metropolitan Council's Blue Ribbon Panel, created by Gov. Tim Walz, to examine the operations of the Met Council. The panel submitted its final report, "Efficient Delivery of Metropolitan Council Services," in December 2020. The report examines the role of elected versus appointed Metropolitan Council members.
