Mr. Canedo is the Director of Personnel Management for the Municipality of La Paz, where he is responsible for the administrative management of more than 3,500 employees. During his tenure as Director, Mr. Canedo has implemented a computerized payroll system, a new absentee control system, and has modified the position of the employee classification manual for the Municipality. Mr. Canedo has worked with a major World Bank project, "The Institutional Strengthening of the Municipality of La Paz".

Mr. Canedo holds a B.S degree in General engineering and International Affairs from the U.S Military Academy at West Point (1981).

    Mr. Changa is a Personnel Manager for the University Teaching Hospital in Lusaka, which has recently moved from public to parastatal status. His duties include manpower development, anti training, industrial relations, community services and public relations for a staff in excess of 3,000 people. Mr. Changa was formerly Senior Manpower Analyst for the Zambia Consolidated Copper Mines, Ltd., which has a labor force of 60,000 people.

    Mr. Changa holds a Bachelor of Arts degree in Public Administration from the University of Zambia (1979); a Certificate in Job Analysis from Mindolo Ecumenical School (1979); and a Certificate in Industrial Relations and Personnel Management from the President's Citizenship College of Zambia (1982). He is a member of the Zambia Institute of Personnel Management.

      He is the Deputy Secretary in the Department of Steel in the Government of India, where he looks after policy formulation for the distribution, import and export, and pricing of steel. Mr. Chaudhery has also served as Deputy Commissioner of Rohtak District in Haryana, where he executed and monitored a number or rural development projects, including an rural development scheme for the District.

      Mr. Chaudhery holds a B.Sc. (Honors) (1973) and M.Sc. (Honors) (1974) degrees in Physics from Punjab University.

        Mr. Chitala is Entrepreneur Development Manager for the Small Industries Development Organization (SIDO) of Zambia, where he is responsible for resource management and training, research and manpower planning, and personnel management. SIDO is a govern ment organization at promoting the development of small business by offering training and Incentives to small entrepreneurs.

        Mr. Chitala holds a B.A degree in Education with Psychology (1978) und a M.P.A degree in Public Administration (1987) from the University of Zambia. He is also a freelance journalist and writes; regularly on matters of national development concern. He is on the editorial board of two journals and is co-author of the book "Southern Africa: What is at stake"

          Mr. Dune is the General Manager of Surgi Med, a pharmaceutical supplies company. The pharmaceuticals industry is in its infancy in Zimbabwe, and is an important part of the health care industry. Until recently, Zimbabwe has depended upon imported products for its pharmaceuticals supplies. Surgi Med is one of the few local companies that is engaged in local production of supplies. Mr. Dune hopes to develop a new pharmaceuticals manufacturing division Zimbabwe after the Humphrey Fellowship year.

          Mr. Dune holds a Bachelor's degree in Pharmacy from the University of London (1978) and is a member of the Pharmaceutical Society of Great Britain.

            Usinas y Trasrmisiones Electricas (U.T.E)

            Mr. Griffiths is the Project Manager for Usinas y Trasrmisiones Electricas (U.T.E), the national electricity company of Uruguay. He has administrative responsibility for managing human resources, equipment and materials for all projects in the northern region of the country, overseeing a staff of 195 people. U.T.E. is currently undertaking electrification of the interior regions of Uruguay as part of a long-term national development program.

            Mr. Griffiths holds a Bachelors degree in Civil and Structural Engineering from the University of Uruguay (1983), and a Master's degree in Civil Engineering (1984) from the University Of Sheffield, U.K.

              Ms. Murillo is a Budget Analyst and Management Specialist with the Chamber of Industry of Costa Rica Her current responsibilities include planning, organization and direction of programs to maximize national industrial productivity and establishment of commercial missions. Ms. Murillo has played a key role in creating the Chamber's Productivity Center, which will assist in the development of Costa Rica's export sector. 

              Ms. Murillo holds a Bachelor's degree (1980) from the University of Costa Rica and a Master's degree (1982) from the Central American Institute of Business Administration, both in Business Administration.

                Mr. Rodrigues is the Hospital Administrator for the Guimaraes Hospital, a 266 acute care facility in northern Portugal, where he will be responsible for planning and development of managerial systems. Mr. Rodrigues reorganized the hospital's financial management when he when he became administrator, increasing its economic performance, reducing costs and increasing services to its constituent region. As a direct result of improved hospital performance, Guimaraes Hospital was publicly commended by the Portuguese Ministry.

                Mr. Rodrigues holds a Licenciatura in Law from the University of Lisbon (1977), and a Master's degree in Hospital Administration (1980) from the National Public Health School of Lisbon.

                  He is the Deputy Regional Planner in the Department of Physical Planning, within the Ministry of Housing and Urban Development of Uganda. He is responsible for planning administration in nine western districts, out ofa total of 33 in the country. Mr. Werikhe is also Managing Director of INFOTERRA, an international referral system for sources of environmental information, run by the United Nations Environmental Program (UNEP).

                  Mr. Werikhe holds a Bachelors degree in Sociology (1979) from Makerere University and a Master's degree in Environmental Planning for Developing Countries (1985) from the University of Nottingham, UK.

                    He is Coordinator of the Personnel Department and Personnel Manager of the Commercial and Retail Divisions of Ireland Blyth Limited. The I.B.L. Group includes tourist agencies, shipping and trade concerns, and export processing zone industries. In his position as Personnel Coordinator, Mr. Wong Siu Hing is responsible for general oversight of all matters pertaining to group personnel policy, and for day-to-day personnel management in the Commercial and Retail divisions.

                    Mr.Wong Siu Hing holds a Diploma in Personnel Management (1975) from the University of Mauritius and is a current member of the British Institute of Management. He is also an Industrial Relations consultant in private practice.

She has responsibility for management of research on land use control criteria for environmental protection.

                      Ms Alves Ferreira holds a Bachelor's Degree and Teaching Certification (1967) and an M.A 91968) in geography from the University of Sao Paulo.

                        Mr. Amean holds a B.A in Economics (1984) from the University of PNG and a Certificate in regional Planning (1985) from the United Nations Development Centre for Regional Development in Japan.

                          She is in charge of personnel and industrial relations for the Airports Authority of Jamaica, with special responsibilities for project and resource management. She has collaborated on social science investigative projects on workers attitudes and other topics.

                          Ms. Falconer holds a Teachers Certificate (1966) from Mico Teachers College, and a B.Sc in Social Administration (1978) from the University of West Indies, Kingston.

                            She heads the foreign exchange department at the Harambee Avenue Branch of the National Bank of Kenya, in Nairobi. She is an officer in the Zonta Club of Nairobi Milimani, an executive women's service organization.

                            Ms. Gathoga holds a B.A in Education (1976) from the University of Nairobi, and is working toward an A.I.B Diploma in Banking from the Institute of Bankers, London. She is also enrolled for a Bachelor in Law Degree with the University of London, as an external student.

                              Mr. Hamukoma hold a B.A Ed. (1978) from the University of Zambia, and an M.Sc in System Development (1982) from Trinity College in Dublin, Ireland.

                                Mr. Huang holds a Diploma in English from the Beijing University of Foreign Studies.

                                  He is an Assistant Manager in the Technical Acquisition Division of Pakistan International Airlines. He is responsible for commercial procurement contracts in the U.S, Europe and the Far East. He has negotiated major purchasing contracts for the airline. Mr. Khan holds a B. Com in Accounting (1971) from the University of Punjab, and a B.B.A (1975) and M.B.A (1976) in Marketing and Finance from the University of Karachi.

                                    Mr. Kyerematen holds a B.A (Hons) in Economics (1976) from the University of Ghana, and a Barrister-at-Law certification (1984) from the Ghana School of Law.

                                      Mr. Marques holds a Licenciatura in Business Administration (1970) from the Higher Institute of Economics, Lisbon.

                                        Dr. Montero holds a Licenciatura in Industrial Psychology (1977) and an Ed.D (1984) from the Pontifical Catholic University of Ecuador.
