The State and Local Policy Program is a member of the Roadway Safety Institute at the University of Minnesota, with research into policy issues related to automated speed enforcement and other policies that could improve traveler safety. SLPP and other Humphrey faculty are also looking into safety issues among American Tribal communities as part of this research.

SLPP also led the national Center for Excellence in Rural Safety (CERS), which provided citizen-centered research, training, and outreach to enhance rural safety and to meet the online and seminar training needs of rural transportation practitioners and policymakers.

Between 2006 and 2013, the center conducted focused research activities to explore policy, behavior, and technology approaches to increased safety on rural roadways, such as projects addressing safety-conscious planning, ITS and rural emergency response, integrated policy approaches, human factors, societal trends, and stakeholder needs analysis.
