Jim Schowalter is a senior fellow in the Humphrey School's leadership and management area with a focus on budgeting and public finance. He is a cross-sector leader focused on the interplay of finance, organizational management, and policy development.

Jim has extensive budget and policy formulation expertise having been appointed Commissioner of Minnesota Management and Budget by two governors and State Budget Director by a third — public service that crosses party lines and three administrations.

In addition to his work in the public sector, Jim has worked as a consultant with the Minnesota Wild on plans to invest in downtown St. Paul, served as CEO for the Minnesota Council of Health Plans, senior vice president at HealthPartners, and served on several nonprofit boards.

Jim earned a bachelor's degree from Macalester College and a Master of Public Policy from the Harvard Kennedy School.
