Ryan Macias has spent more than 20 years providing subject matter expertise in election technology, security, and administration to election officials across the U.S. and election management bodies (EMBs) abroad. Ryan has advised thousands of election stakeholders on strategies and methods for building resilience in the election infrastructure, technology, and processes.
In 2019, Ryan founded RSM Election Solutions LLC whose motto is Resilience in election infrastructure = Securing election technology + Mitigating risk to the democratic process. RSM Election Solutions LLC is a contractor to the Election Security Exchange, where Ryan serves as an election security consultant. RSM Election Solutions LLC also contracts with multiple Secretaries of State on testing and certification of election technologies. Ryan has served as an expert witness and consultant in multiple election technology and security litigation cases, some which have garnered national and international notoriety. Ryan is also an Adjunct Faculty Member at the University of Minnesota Humphrey School of Public Affairs where he teaches Elections Security for the Certificate in Election Administration (CEA) Program.
Previously, Ryan worked for the U.S. Election Assistance Commission (EAC) as the Acting Director of the Voting Systems Program, where he led the development of the federal Voluntary Voting System Guidelines (VVSG) version 2.0. He also spent more than 10 years working for three California Secretary of States from both parties, where he developed and implemented legislation, policies, and procedures on election technology and security.
Ryan is a member of the California Voter Foundation (CVF), National Task Force on Election Crises, Harvard Belfer Center’s Defending Digital Democracy Program (D3P), Advisory Group for the Global Cyber Alliance (GCA) Cybersecurity Toolkit for Elections, Programme Committee for E-VOTE-ID, the Steering Committee for Center for Internet Security’s (CIS) Rapid Architecture-Based Election Technology Verification (RABET-V).
