Military Veteran Pursues his Passion for Service at the Humphrey School

Will Lucker, a first-year Master of Public Policy (MPP) student at the Humphrey School of Public Affairs is driven by a commitment to public service that has defined his life and career. From his work in the military to his leadership in community programs, Lucker’s journey reflects a dedication to advocating for justice, equity, and meaningful change.

Born in Minneapolis, Lucker’s path was influenced early on by his parents, who worked in the public school system. Their dedication to education and service inspired him, and he followed suit, joining the Louisiana National Guard to help fund his college education. 

Lucker eventually commissioned as an officer, gaining his first experiences in leadership during crises like the 2016 Baton Rouge flooding. 

“That was my first taste of being a leader in crisis. It taught me to keep calm under pressure and look out for those I serve,” he said.

These values—honesty and resilience—continue to guide him. “I value being upfront about both my shortcomings and my areas of expertise, inviting my colleagues to do the same,” Lucker said. 

In his studies and future career, Lucker said he aims to foster environments where colleagues can address challenges openly, even if those conversations feel a bit more direct. 

"That honest approach may feel confrontational at times, but it paves the way for genuine teamwork and problem solving," he said.

After serving in the military, Lucker worked at CAPI USA, a nonprofit focused on community development, where he supported housing advocacy and food security initiatives. During this time, he realized his passion for addressing issues impacting vulnerable populations, particularly housing justice. 

“I've supported community organizers and managed programs serving hundreds, but I haven’t had much time to develop my skills as an administrator or policy professional,” he said. “Being at the Humphrey School is giving me that professional boost to reach the next level in my career.”

Lucker is building the skills he needs to deepen his impact in public service. Studying policy writing, data analysis, and election administration, he aims to work behind the scenes as a subject matter expert supporting community-driven policy solutions. 

“I want to be the guy who knows how to work the nuts and bolts behind the scenes,” he said, describing his role as one of advocacy and support for community leaders and organizers.
