About Rebecca

Rebecca joined the Schafer and Richardson development team in late November 2024. In her role as Development Manager, Rebecca oversees the development process from feasibility through construction management and stabilization. With nearly 20 years of experience leading commercial and mixed-use real estate projects for the City of Minneapolis, she brings a wealth of knowledge in complicated redevelopment deals and public private partnerships. Ms. Parrell has a track record of negotiating and executing contracts for work throughout a project lifecycle and completing the due diligence necessary for property acquisitions and dispositions. Her persistence and dedication helped her collaborate with developers to close deals with large funding stacks utilizing New Markets Tax Credits, public grants, federal loan dollars, subordinate debt, and more. She expertly balances competing priorities, needs, and expectations between a multitude of stakeholders and improves project outcomes by utilizing interdisciplinary teams.
