The Federal Law Enforcement Presence And Human Rights Accountability: What Next for Minnesota?

Humphrey School of Public Affairs
February 5, 2026 - 4:30 pm CST
- 6:30 pm
Cowles Auditorium | Humphrey School of Public Affairs

Across Minnesota, communities are grappling with the growing presence of federal law enforcement and the questions it raises about civil liberties, human rights, and accountability. As enforcement actions expand and legal debates evolve, the impacts are being felt not only in courtrooms and policy spaces, but in schools, neighborhoods, and families.

This public forum invites reflection on what is happening, how communities are experiencing federal enforcement, and how accountability can be understood and pursued in the current moment.

This event will be held in person at the Humphrey School of Public Affairs, with options to attend virtually via Zoom. RSVP is required for all attendees, and in-person spots are limited.

Join the Global Policy Area at the Humphrey School of Public Affairs for a public forum examining the federal law enforcement presence in Minnesota and its implications for civil and human rights.

Bringing together scholars, advocates, and community leaders, the discussion will explore how federal enforcement is unfolding on the ground and how it is experienced by affected communities across the state. Panelists will reflect on recent court decisions and legal standards, assess existing oversight and accountability mechanisms, and consider how domestic litigation, legislative action, local and state initiatives, and international human rights frameworks shape possible paths forward.

Grounded in Minnesota’s current context, the conversation will create space for careful analysis, shared learning, and principled dialogue about rights, responsibility, and accountability.

Panelists

Participants will include representatives from Refugees International, the University of Minnesota Law School’s Binger Center for New Americans, the Humphrey School’s Human Rights Program, and leaders from Twin Cities communities, including Professor Eric Schwartz, Chair of Global Policy Area at the Humphrey School of Public Affairs.
