    Ms. Zoe Leung-Hubbard is a direct tax specialist in the Large Business Service of Her Majesty’s Revenue and Customs, the United Kingdom’s fiscal authority, where she specializes in corporate tax. She received a Bachelor of Law degree from the University of Bristol, completed the Inspector Development Programme (a four-year graduate program run by Her Majesty’s Revenue and Customs), and has begun a doctoral program in law. As part of her Ph.D. program, Ms. Leung-Hubbard is researching the effect of European tax law on the competitiveness of the U.K.’s corporate tax system. As a U.K. Fulbright Fellow, Ms Leung-Hubbard will spend four months at the University of Minnesota studying legislative and administrative approaches to tackling tax avoidance in the United States.
