    About

Sean Barton is the Technical Research Lead of the Impact Evaluation Unit at Minnesota Management and Budget. Sean joined the Impact Evaluation Unit in 2019, and has since served as a social and data scientist helping Minnesota state agencies evaluate their programs and operations to better understand what works, and for whom.

Sean holds a PhD in Cognitive Science from Rensselaer Polytechnic Institute, and previously worked for the Army Research Laboratories studying human interaction and teaming with artificial intelligence systems. His research interests focus on understanding how public policy and data-driven governance can improve the lives of citizens who depend on their state and local agencies for support. In particular, he is interested in how new technologies and analytical techniques can further evidence-based policy.
