MESSAGE FROM THE DIRECTOR

TISP Forum Co-Convenor of Telecommunications Policy Process, Fall, 2004.

The TISP Forum has offered regular public discussion programs on telecommunications and information policy for nearly a decade. At the same time changes in technology, industry structure and regulation have dramatically redrawn the relationships between consumers and services for telecommunications and information services. Legislative policy makers, departmental administrators and enforcement agencies are all concerned about the best way to proceed with telecommunications and information policy. All agree some changes are needed. Finding agreement on the right changes is difficult.

Responding to that need, the TISP Forum Director is co-convening a special Telecommunications Policy Project to continue through the fall of 2004 and offer an informal report to a Joint Committee Hearing at the Minnesota Legislature early in the legislative session of 2005.

The Co-convenors include, besides Milda Hedblom, TISP Forum Director: Sen. Ellen Anderson, Minnesota Senate; Jeanne Cochran, Assistant Attorney General, Sen. David Gaither, Minnesota Senate; Edward Garvey, Deputy Commissioner, Dept. of Commerce; Rep. Bob Gunther, Minnesota House of Representatives; Rep. Al Juhnke, Minnesota House of Representatives; Sen. Steve Kelley, Minnesota Senate; Rep. Torrey Westrom, Minnesota House of Representatives.

Participants have been drawn from among those actively engaged in the telecommunications and information policy area. The first meeting was held on October 20th at the HHH Insitute of Public Affairs. The next meetings will be held on Nov. 17, Dec. 1 and Dec. 8 at 10:00 am in Room 215, HHH Institute of Public Affairs. A rapporteur's summary of the discussion will be posted regularly to the website.
