Roxanne T. Ornelas is one of the first postdoctoral fellows in the Program on Race, Gender and Public Policy at the Humphrey Institute. The fellowship is co-sponsored by the Center on Women and Public Policy and the Roy Wilkins Center for Human Relations and Social Justice. Ornelas� research for the 2007-2008 academic year of the fellowship will focus on the human rights of indigenous peoples and public policies related to their sacred lands.

In 2006, a recipient of The Graduate Fellowship on Philanthropy and Human Rights, housed at the Otto Bremer Foundation in St. Paul, Ornelas was able to broaden her research on sacred lands internationally. As a member of the Commission on the Protection of Sacred Places, Burial, Cultural and Spiritual Rights at the 32nd International Indian Treaty Council Conference, Ornelas helped to draft a resolution which was submitted to the United Nations (UN) in support of the 1994 Draft Declaration on the Rights of Indigenous Peoples. After years of ongoing debate, the Declaration was finally adopted by the UN General Assembly on September 13, 2007.

Ornelas holds a doctorate in geography from the University of Minnesota, and both a Masters in Public Administration and a Bachelor of Science degree in Criminal Justice Administration from other universities.
