Joan Anderson Growe completed 26 years of public service in January 1999. In 1974, she was the state's first woman elected to a constitutional office in her own right. In her 24 years as Minnesota's chief elections officer, Growe implemented a statewide online voter registration system—the first of its kind in the nation—and a statewide elections reporting system. In addition, she computerized office operations in the area of corporate registration, uniform commercial code filings, and administration of the state Open Appointment process. Under her leadership, Minnesota led the nation in voter turnout and has become a voter registration and elections model for the nation.
Growe has served as an international election observer in Romanian elections in 1990 and 1992, the 1994 South African election, the 1998 elections held in Azerbaijan, the 1999 election in El Salvador, the presidential elections in Peru in 2001, and the elections in Yemen in 2003.
