Andrew M. Borene studies how individuals and organizations successfully maneuver through the complicated laws, regulations, and national security policies related to doing business and research in an increasingly global marketplace. His primary interests are focused in the areas of Interagency Cooperation, International Trade, Trade Policy, Export Controls, and National Security Law related to cross-border transactions and compliance with extraterritorially applied U.S. government regulation, such as the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), the Foreign Corrupt Practices Act (FCPA), the statutes and regulations of the Office of Foreign Asset Controls (OFAC), and the regulations of the Committee on Foreign Investment in the United States (CFIUS).
As an adjunct lecturer in the Global Policy Area at the University of Minnesota’s Humphrey Institute for Public Affairs, Mr. Borene teaches a graduate course on the U.S. Intelligence Community. He also consults AmLaw 100 law firms on legal research and management solutions in Washington, D.C. Prior to practicing law, Mr. Borene was a public finance investment banker with Wells Fargo & Co. A former U.S. Marine military intelligence officer, Mr. Borene is an Iraq combat veteran.
Mr. Borene graduated with a B.A. in Economics from Macalester College where he was a varsity football captain and a National Merit Commended Scholar. Mr. Borene also completed an executive education program on financial institutions at Harvard University’s Institute for International Development, later receiving his law degree from the University of Minnesota Law School with assistance from the G.I. Bill and the Association for Intelligence Officers’ “Front Line Forces” graduate study scholarship.
Mr. Borene has worked with the media on security, veterans and political issues by providing guidance and commentary. He has written opinion pieces forThe New York Times,The Baltimore Sun,The Minneapolis Star-Tribune and other papers; in addition to academic articles forIntelligencer:the Journal of U.S. Intelligence Studies andINTSUM: Journal ofthe Marine Corps Intelligence Association. He has also appeared on CNN’s “Anderson Cooper 360”, Fox News, ABC News, BBC/PRI’s “The World”, National Public Radio and on local television and radio to discuss the ongoing war on terrorism.
