READ DEAN ATWOOD'S CONGRESSIONAL TESTIMONY ABOUT WAR POWERS AND THE EXECUTIVE BRANCH
Dean J. Brian Atwood testified before the House Committee on Foreign Affairs on Thursday, April 24, in Washington D.C. The Foreign Affairs Subcommittee on International Organizations, Human Rights, and Oversight invited Dean Atwood to testify about "War Powers for the 21st Century" from the perspective of the executive branch.
Dean Atwood worked on the original war powers legislation in the U.S. Senate before serving as Assistant Secretary of State for Congressional Relations in the Carter Administration. His testimony called for a healthier relationship between the Executive Branch and Congress and a sharing of the war powers as the founders intended.
