If you are interested in the Humphrey Fellowship programs and you meet the specified criteria, you can obtain an application at your country's United States Department of State embassy or Fulbright Commission office.
The University of Minnesota does not have applications, nor do any of the participating universities. The application process is handled entirely by the U.S. Information Service (USIS) posts or Fulbright Commissions in eligible countries. For contact information for your country, go to the Hubert H. After national selection, final nominations are reviewed in the United States by independent review committees. These review committees make recommendations to the J. William Fulbright Foreign Scholarship Board.
Awards are announced by April each year for fellowships beginning in August/September.

To be eligible for a Humphrey Fellowship, you must have:
Non-degree, not academic, program
The Humphrey Fellowship is a non-degree program, and requires professional and cultural/community work as well as academic study. It would be difficult—and is strongly discouraged—for fellows to pursue a graduate or doctoral degree while successfully fulfilling their fellowship obligations.
If you want to stay after the fellowship year to pursue and advanced degree, IIE may or may not extend a fellowship for up to one year for academic study in the same field as the fellowship and at the same university. It is theoretically possible to complete a public affairs degree program at the University of Minnesota given an extension, but it is highly discouraged.
That said, a year as a Humphrey Fellow could certainly help you if you chose to return to the United States at some later date to earn a master's or doctoral degree. Each American university is autonomous, and others might very well accept all the credits you earned at the University of Minnesota as a Humphrey Fellow.

The Edmund S. Muskie Graduate Fellowship Program brings emerging leaders in key professional fields from Eurasia to the United States for one to two years of graduate study at institutions across the United States.
Selection criteria:
The Muskie Program is open to graduate students and professionals from
Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova,
Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan for one-year
non-degree, one-year degree, or two-year degree study in the United
States. In order to be eligible for the 2012 Muskie Program, applicants
must currently reside in their country of citizenship.
Eligible fields of study for the Muskie Program are: business administration, economics, education, environmental management, international affairs, journalism and mass communication, law, library and information science, public administration, public health, and public policy.

Each year, one award is offered to a UK civil servant to develop skills in operational and policy delivery through research and/or study during a semester at the Hubert Humphrey School of Public Affairs, at the University of Minnesota.
