Minnesota Advocates for Human Rights is the main non-governmental organization in the Midwest involved in supporting human rights and stopping the violations of those rights. In order to achieve its goals, the organization developed strong connections with national and international organizations concerned with the same issues. It has nearly 4,000 members, including more than 600 active volunteers who contribute an estimated $1.4 million annually of in-kind services.

Past Intern: Luana Elena Banu
Dates of Internship: Summer 2002
Program of Study: Public Policy
Language: English & Romanian
Salary: Unpaid
Funding: Center on Women & Public Policy Internship Grant and MacArthur International Internship Grant

During the summer of 2002 Luana Banu interned with the Women’s Human Rights Program at Minnesota Advocates for Human Rights. As an intern, Luana's two main tasks were related to two current projects of the Women’s Human Rights Program: the update of a 1994 Report on Domestic Violence in Romania and the development of an Internet distance learning and online mentoring site to address issues of violence against women, especially in Central and Eastern European Countries.

As a collaborator of the Romanian Committee, Luana conducted background research on country conditions, history, and legislation, and translated important documents that were available only in Romanian language. She also prepared an introductory section of the mentoring site, focused on information and resources for NGO development. This involved a literature review of the subject, identifying the significant sources and writing a draft.

The internship at Minnesota Advocates for Human Rights offered Luana the opportunity to combine the skills gained as a graduate student at Humphrey School of Public Affairs as well as her experience as an Eastern European woman, and to apply them successfully in the elaboration of the two projects.

Luana writes, "The research process that I have been involved in was very complex due both to its focus on the Eastern Europe and on issues like NGO development and domestic violence. The main challenges in elaborating a document regarding NGO development in Eastern Europe was to find reliable and relevant sources applicable for the entire region. Although all the countries in Eastern Europe are experiencing a transitional process from authoritarianism to democracy and from a planned economy to a market economy, they differ significantly in terms of history and progress in institutional and legislative reform.

"In addition, my collaboration with the Romanian Committee helped me realize how important team collaboration is and how I have to organize and present my work at an appropriate professional level.

"I have devoted almost my entire time for these two projects. I have also participated in the most important annual event of the organization, the Human Rights Awards Dinner, and in the speakers series organized by the Women’s Human Rights Program.

"The main outcome of my work as an intern was the draft that I have written on NGO development for the Internet distance learning and online mentoring site. Another product of my work is the translation of the main findings of a gender public opinion poll, realized in Romania at national level, summing approximately 60 pages and reflecting the attitude of the Romanian society toward the role of women.

"During all this internship, I have worked closely with Amelia Buttress, Program Associate, Women’s Human Rights Program and Elisabeth Duban, Staff attorney for Women’s Human Rights Program. Periodically, we had discussions concerning the progress of the research process. Furthermore, they encouraged me to participate in the organization’s social events and to express all my worries and concerns related with the internship.

"The organization’s staff organized a brown bag lunch where all the interns from different programs, including me, had the opportunity to present themselves and their experience as interns at Minnesota Advocates for Human Rights. Subsequently, an article on the work of the interns was written in the organization’s ”Human Rights Observer“, volume XIV, Issue 2.

"The people that I have met during my internship and my own experience with Minnesota Advocates for Human Rights convinced me that my decision to work with non-governmental organizations focused on gender development issues in transitional countries was the right decision."

Oxfam Great Britain is a development, relief, and campaigning organization working to find lasting solutions to poverty and suffering around the world.

Past Intern: Eric Gottwald
Dates of Internship: Summer 2003 (June 1-August 15)
Program of Study: Law
Language: Spanish
Salary: Unpaid
Funding: Upper Midwest Human Rights Fellowship

Eric conducted research in support of Oxfam's upcoming campaign on the precarious employment of women working in global value chains. Precarious employment describes the insecure terms of employment commonly offered to women who work at the bottom of TNC global value chains: short-term contracts -- or no contract at all -- for long hours, low wages, no sick leave, maternity leave, or employment protections.

He focused on the role International Financial Institutions (IFIs) -- particularly the World Bank and International Monetary Fund -- may have played in weakening labor laws and employment protections in developing nations.

Based on this research, he wrote a draft campaign report on the extent to which IFI labor market recommendations may contribute to the phenomenon of precarious employment for women in global value chains. He critiqued existing IFI policy on core labor standards and suggest reform proposals.

He participated in meetings with industry representatives and World Bank officials to better understand the market forces that create precarious employment. Read his fellowship report at the Human Rights Website.

Past Intern: Jennet Arcara / Asya Varbanova
Dates of Internship: Fall 2002 / Summer 2004
Program of Study: Public Policy (Gender & Development) / Public Policy (Economic Development)
Salary: Unpaid
Language: English
Funding: None / Upper Midwest Human Rights Fellowship

Jennet’s main project was working on the development of a youth network project for young gender activists in both Central and Eastern Europe and the Commonwealth of Independent States. She helped with logistics of setting up the network and organizing a workshop on effective collaboration. Because it was the end of the year, she worked on preparing information for the UNIFEM CEE annual report, including briefings for each project and editing. Additionally, she wrote a brochure for the CEE office and did general research, writing, and editing as needed. She also started work on profiles of the status of women in the 17 CEE countries, doing research on the economic, social, political, human rights, etc. status of women in each country, especially in terms of national legislation and action plans, women’s machineries, local NGOs doing advocacy work, etc. She also attended the office’s staff retreat, as well as a UNFPA consultative meeting on trafficking in women in Europe. As for the language, the CEE office's official language is English since there is no unifying language in Central and Eastern Europe. Therefore she did a fair amount of editing of documents that non-English speaking staff wrote.

According to the Upper Midwest Human Rights Fellowship program website, Asya assisted in the implementation of the Pharse I of UNIFEM CEE 2004-2007 Economic Programme, which included a Regional Study on Women and Employment in Central and Eastern Europe and the Commonwealth of Independent States. She assisted UNIFEM's economic advisor in researching and drafting reports on topics such as gender pay gap, work-family life balance, labor market segregation, and female unemployment. She helped UNIFEM with launching the Phase II of the Economic Programme, which would include in-depth analysis of women's position in the labor market in four countries in the region. She served as a liaison between the UN Economic Commission for Europe (UNECE) and UNIFEM CEE. She also contributed to compiling their annual brochure and new website. During her internship, she attended the workshop on preparation for Beijing +10. She went back in November to attend the Conference on Women in the Labor Market, which she helped organize. Read her fellowship report at the Human Rights Center's website.
