Using system dynamics to model carbon reduction policies in the transportation sector”

Ethan Warner, research assistant in the Center for Science Technology and Public Policy, will be presenting the model and discussing the process of its creation. The model was produced collaboratively with Steve Taff, Associate professor in Applied Economics, Mahri Monson, recent graduate of the Humphrey Institute and environmental scientist at the EPA, and Michael Bean of Forio Business Simulations.
This seminar will consist of a brief exploration of the model and its structure, a discussion of the process of constructing the model, and finally results from modeling various scenarios. In discussing the construction of the model a number of theoretical issues will be explored including the process of deciding on assumptions, bounding the issues one wants to explore, and establishing realistic feedback loops. Additional practical lessons learned from model collaboration will also be presented.

Reorienting Climate Change Communication for Effective Mitigation - Forcing People to be Green or Fostering Grass-Roots Engagement?
Dr. Ockwell's Presentation
Dr. Ockwell from the University of Sussex in the United Kingdom will presented his work on public attitudes towards “being green”. The United Kingdoms has launched major campaigns to shift public attitude towards more sustainable behaviors. The country has also implemented regulatory policy, such as congestion charges imposed on those driving into London, some of which have been hugely unpopular. Dr. Ockwell will discussed his research on what they have found to be effective or counterproductive, and how that could inform decision making here.

System Dynamics Interest Group Meeting

George Richardson will talk about the use of systems dynamics modeling tools for policy research generally, and specifically for a school of public affairs.
George P. Richardson's teaching and research center on computer-based tools and analyses for public administration and policy. His recent work has focused on public policy problems in social welfare and the use of formal computer-based modeling methods to help groups move toward policy consensus in complex dynamic systems.

Professor Kaye Husbands Fealing has worked for the National Science Foundation. During that time she has assessed the impact of the global science and engineering enterprises and national and international science policies. She has contributed to developing an evidence based platform for science policy, and has worked to promote international partnership for science and technology advancement.
She will present her work, and a panel discussion will follow which will include Gary Holmes from Carlson Ventures.

Scott Johnson of BP, an expert in System Dynamics (SD) modeling, is the featured speaker. He will give an introduction to SD modeling and be available for questions. In addition, we plan to discuss how SD can be used in public policy generally, in Science and Technology policy specifically and in environmental analysis. We will also discuss the possibility of forming a MN SD interest group.

Biofuels, Carbon and Trade: Leadership Challenges for the Interdependent Americas
The University of Minnesota was ablaze with autumn hues as dialogue over the leadership challenges presented by biofuels, carbon, and trade amongst the interdependent Americas ensued. The Center for Integrative Leadership, in partnership with INCAE Business School, the Center for Science, Technology, and Public Policy, Forest Products Management, Development Institute, The Heinze Center, Recope, the Blandin Foundation, Enlace, and IREE, hosted 160 leaders and scholars from the public, private, and non-profit sectors from across the Americas to discuss their common, differing, complicated and interrelated concerns.
Lois Quam, managing director of alternative investments at Piper Jaffray, was the first day's keynote speaker. Her remarks can be heard here.

Citizen-Centered Government Web Sites: The User Experience, E-Democracy and Web 2.0
From 8:00 to 5:30 the Center is co-hosting with the Minnesota Office of Enterprise Technology, the Office of the Minnesota Secretary of State, and the Digital Technology Center, and Office of Information Technology at the University of Minnesota.
This event will focus on enhancing the role of citizens in a digital world. There will be a discussion on how web tools can further engage citizens in problem solving, while providing more positive user experiences on government websites.

Panel Discussion: Speaking Science 2.0
New directions in science communication

Seed magazine writers and influential science bloggers gather to discuss new directions in science communication. This lively panel discussion will cover a range of topics, including science and culture, public engagement with science, the role of scientists in the public discussion of science, and communication via the Internet, film, museums and other media. Author and journalist Chris Mooney, American University communications professor Matthew Nisbet, and University of Minnesota anthropologist Greg Laden will join moderator Jessica Marshall, a U of M science journalism professor. A reception in Dinkytown will follow the event.

Arctic Voices Global Warming Tour
On April 30, 2007, the Center is co-hosting, with The Will Steger Foundation and the Minnesota Natural Legacy Campaign, the "Arctic Voices - Global Warming Tour". A panel discussion with Arctic indigenous leaders and climate policy experts will take place on Monday April 30, 2007 from 9:00-10:30 a.m. in Cowles Auditorium, Humphrey
Center. Arctic indigenous leaders will share their stories and speak to the ethical imperative for action on climate change, while climate policy experts will discuss the policy options, opportunities and
challenges.

The center hosted a planning meeting with faculty, staff and students who work in areas of S&T policy to identify ways to better connect our activities, research, and academic programs. This Science, Technology, and Environmental Policy Connections working group will continue to meet. U of MN students, faculty, and staff with interests in STEP are welcome to attend. Moving Toward SustainableEnergy Systems: Exploring Global Pathways to a Common Destination
The objective of this workshop was to identify and analyze pathways for transformation towards a sustainable energy future. This workshop focused on comparing constraints and opportunities around the globe, and in particular in the UpperMidwest and India, in order to examine how different technologies can be deployed and policies structured to create economically viable and environmentally sound
energy futures under local and national circumstances.
This was the second of a three part series of Symposia on climate change to examine potential impacts and opportunities associated with human adaptation to climate change. A report from the workshop will be released in early 2007.
