On the STAR TEA-21 project

Horan is conducting case study analyses of wireless systems in Minnesota with a focus on emergency medical services (EMS) and rural applications. In the second year of his study, Horan refined the ITS EMS architecture based on field visits and completed a case study of the Virginia, Minnesota, system. A second case study of Brainerd Minnesota will be used to establish performance metrics for EMS. He plans to explore the implications of this approach for the broader assessment of ITS systems.

Beyond the STAR TEA-21 project

Tom Horan serves as executive director of the Claremont Information and Technology Institute (CITI) and associate professor in the School of Information Science. As director of CITI, he is responsible for directing a wide range of applied technology research projects. His own area of specialization is in the development and deployment of advanced information technologies and policies, including intelligent transportation systems (ITS) and advanced telecommunications systems. He is widely recognized as a national authority on this subject and has led a number of studies and consultations on the design and deployment of digital and sustainable communities.

Horan also teaches graduate courses in the School of Information Science relating to planning and evaluation of digital networks and community design. Prior to joining Claremont Graduate University, Horan spent seven years in the Washington, D.C., area. From 1992 to 1994, Horan was a senior fellow at George Mason University and from 1988 to 1992, Horan was a senior analyst at the U.S. General Accounting Office (GA0). Horan has both master's and doctorate degrees from the Claremont Graduate School.
