FOCUS AREA - CROSS-SECTOR COLLABORATION

PNLC's focus on leadership involves designing and conducting research on how and when cross-sector partnerships are most effective in addressing public problems. The Center convenes leaders in nonprofits, philanthropy, and the public sector to address policy issues that critically affect all sectors.

PNLC seeks to explore in depth the process of creating and sustaining cross-sector regimes of mutual gain. Specifically, the focus on cross-sector collaboration has two related purposes:

  • To understand why, how, where, when, and for whom cross-sector collaboration can be counted on to create significant public value.
  • To understand the similarities and differences between effective and ineffective cross-sector collaborations when it comes to creating public value.

PNLC seeks to explain:

  • What collaboration methods work best for which purposes, and why, and especially when compared to methods that do not involve collaboration
  • How policy entrepreneurs help initiate, shape, and sustain collaborations
  • How mandated versus group-initiated collaborations differ.

Melissa Stone

  • Collaboration as a "tool": Analyzing how public officials at the local level evaluate the range of tools available for government action and make decisions regarding the most effective tool to employ.

John Bryson

  • Cross-sector collaboration's greatest hits and flops (focus on Upper-Midwest).

Barbara Crosby

  • Quantitative analysis of a large sample of recorded cases of cross-sector collaboration to identify significant linkages among elements of context, inputs, process and outcomes.
  • In-depth case studies on cross-sector collaboration for early childhood education and transportation.
