Budget Surplus

"(Next a couple of issues that will come before the Minnesota Legislature this session…). The governor and some legislators have proposed different ways of handling this year's surplus. One is to return the surplus in individual checks to taxpayers. Another is to create an endowment, with earnings that could be used to fund schools, roads, environmental programs, and other such things.
