Since funding through the Humphrey Institute is limited, we encourage students to explore funding opportunities outside of the school. The links below will take you outside the Institute’s website; therefore, the Humphrey Institute is not responsible for the content of these websites.

MacArthur Scholars Fellowship – Graduate School Diversity Office

The MacArthur Program is an interdisciplinary program that promotes graduate study and research on issues of peace, global change, social power, and justice. Fellowships are awarded to beginning graduate students enrolled in doctoral degree-granting programs in the colleges of Agriculture, Food and Environmental Sciences, Biological Sciences, Liberal Arts, Natural Resources, Public Health and the Conservation Biology program, as well as degree-granting Public Affairs programs at the University of Minnesota. Tuition and up to $15,000 stipend are provided for the first year. Consideration will only be given to candidates nominated by their academic departments. Departmental support in the form of assistantships is provided for the second and third years.

Charles B. Rangel International Affairs Fellowship Program

The program seeks to attract outstanding young people who have an interest in pursuing a career in the Foreign Service of the U. S. Department of State. Graduating seniors and recent college graduates with strong academic records are encouraged to apply and those selected will enter into one of the most exciting and rewarding careers available. In 2006, there were ten fellowships of up to $28,000 annually towards tuition, room, board, books and mandatory fees for completion of a two-year master’s degree. At the conclusion of two years of study, the Fellow is expected to obtain a degree in international affairs or another area of relevance to the work of the Foreign Service (such as public administration, public policy, business administration, foreign languages, economics, political science, communications) at a graduate or professional school approved by the Ralph J. Bunche International Affairs Center. Rangel Fellows also participate in two internships. Each Rangel Fellow who obtains degree is committed to a minimum of three years of service in an appointment as a Foreign Service Officer. Deadline is in January.

David L. Boren Graduate Fellowships

Fellowships enable U.S. graduate students to pursue specialization in area and language study or to add an important international dimension to their education. Boren Fellowships support students pursuing the study of languages, cultures, and world regions which are critical to U.S. national security, but which are less frequently studied by U.S. graduate students. Fields of study include environmental sciences and policy studies. Awards are $12,000 for one to six academic semesters.  Study outside the U.S. is not required but successful applications generally include a significant overseas component. The service requirement stipulates that an award recipient work in the Departments of Defense, Homeland Security, State, or in the Intelligence Community for a period equal to the period of assistance. Those interested must apply either before or during application to graduate school. Deadline is in January.

Department of Homeland Security Graduate Scholarship and Fellowship Program

Fellowship includes stipend for 12 months, full tuition, and mandatory nonrefundable fees paid for up to three years. A 10-week, continuous, off-campus research internship at a DHS-designated facility will be required during the summer between your first and second year appointments.  Available for those seeking degrees in political science and government, science policy, public policy, and more. Must apply either before or during application to graduate school. Program is on-going, and deadlines range from January to February for different parts of the application.

The Thomas R. Pickering Graduate Foreign Affairs Fellowship

Fellowship provides funding to participants who plan to enter the United States Department of State Foreign Service. Women, members of minority groups historically underrepresented in the Foreign Service, and students with financial need are encouraged to apply. Students must plan to enroll in two-year master's degree programs in public policy, international affairs, public administration, or academic fields such as business, economics, political science, or foreign languages, who represent all ethnic, racial and social backgrounds, and who have an interest in pursuing a Foreign Service career. Funds tuition, room and board, and fees. Each successful candidate is obligated to a minimum of 3 years service as a Foreign Service Officer. Public Policy and International Affairs Fellowship Program

Open to college juniors committed to enrolling in a Master’s Degree program in public and/or international affairs at one of the PPIA Consortium graduate schools (of which the Humphrey Institute is one). Award includes full tuition to attend PPIA Junior Summer Institute plus $1,000 stipend; m inimum of $5,000 toward graduate school tuition; eligibility for paid internships and other professional development opportunities. USDA Public Service Leaders Scholarship Program

This is a combination scholarship and internship program for undergraduate and graduate students. All scholarships are tied to specific job placements in specific locations. Program offers full-tuition scholarships, paid internship (minimum 640 hours) leading to permanent employment, employee benefits, mentoring, career development, and leadership training. Recipients are required to work for the USDA for a minimum of 2 years upon graduation. Must apply either before or during application to graduate school. Deadline is in April.

The Jack Kent Cooke Foundation Graduate Scholarship Program

For seniors and recent graduates, each scholarship covers a portion of educational expenses, including tuition, living expenses, required fees, and books for the graduate degree chosen. The amount and duration of awards vary by student with a maximum available per student per year of study is $50,000 and the maximum length is six years. Students interested in this scholarship must be nominated by the Jack Kent Cooke Foundation Faculty Representative at their institution. Open to seniors and recent undergrad graduates. Recipients may attend any accredited university. Applicants must apply either before or during application to graduate school. Deadline is in May, but most colleges will have earlier internal deadlines.

The program provides financial assistance to students who have demonstrated superior academic ability and achievement; exceptional promise; and financial need to undertake graduate study leading to a doctoral degree or a master's degree in which the master's degree is the terminal highest degree in the selected field of study. CIA Graduate Studies Program Summer Internships

The program looks for bright graduate students who are studying international affairs, languages, economics, geography, cartography, physical sciences, and engineering. Other majors may be accepted on a case-by-case basis. Students selected for this program should be entering either their first or second year of graduate studies following this assignment. Foreign language skills, previous international residency and military experience are pluses. Outstanding interpersonal skills, the ability to write clearly and accurately, and a strong interest in foreign affairs are necessary. Student positions offer salaries and the same benefits as permanent employees. Students in agency-sponsored programs are also eligible to apply for a one-time tuition assistance award for the last year of study if a job offer has been extended and a minimum GPA is maintained. All student assignments are in the Washington, DC, area. Deadline is in November.

The Paul and Daisy Soros Fellowship for New Americans

Fellowships provide grants for two years of graduate study for New Americans under 30 years old. Each year the Fellow receives a maintenance grant of $20,000 and a tuition grant of one-half the tuition cost of the U.S. graduate program attended by the Fellow. A Fellow may not work during the period of the Fellowship without the permission of the Director. A Fellow may study at any accredited graduate program in the U.S. It is the responsibility of the Fellow to secure admission. Deadline is in November.

Bush Foundation Leadership Fellowship

These fellowships are for mid-career individuals eager to prepare for greater leadership responsibilities. Fellowships support learning experiences that may include academic course work, internships, self-designed study programs, or various combinations of these and other kinds of learning experiences. Fellows are required to pursue their fellowships on a full-time basis; however, they may design their programs to include two or three segments of full-time study interrupted by periods of full-time employment. Fellowship benefits are paid only during full-time study segments. Fellows must h ave lived or worked at least one continuous year immediately prior to the application deadline in Minnesota, North Dakota, South Dakota or northwestern Wisconsin. A fellowship includes a $3,800 monthly stipend, as well as $6,000 in reimbursement for travel expenses. The program also pays for 50 percent of the first $8,000 in instructional expenses, plus 80 percent of expenses after $8,000 up to a maximum amount. Deadline is in October.

The Robert Wood Johnson Foundation Health Policy Fellowships Program

The National Fish and Wildlife Foundation Budweiser Conservation Scholarship Program

Mackenzie King Scholarship

The value has been $9,000 but is subject to change. The Travelling Scholarship is available to graduates of Canadian universities who pursue graduate study in the United States or the United Kingdom in the areas of international relations or industrial relations.  Recently four scholarships of $10,000 each have been awarded annually, but the number and the amount are subject to change. Sir James Lougheed Awards of Distinction

The Aga Khan Foundation provides a limited number of scholarships each year for postgraduate studies to outstanding students from developing countries that have no other means of financing their studies. Joint Japan/Inter-American Development Bank Scholarship Program

This program was established in 1991 to award scholarships to students from the Bank's borrowing member countries to pursue Master degree's studies at the most prestigious universities around the world in disciplines related to economic development. Upon completion of the study program, the only requirement of the Scholarship Program is that the students work in their countries of origin for at least two years. The scholarships are available only to those students who have been accepted to a university but have not yet begun their studies. Interested candidates obtain applications from headquarters in Washington, D.C. or from Country Offices of the Bank. The deadline for the Northern Hemisphere Program is in May and the deadline for the Southern Hemisphere Program is in January, as determined by the location of the university.

The purpose of the Ambassadorial Scholarships program is to further international understanding and friendly relations among people of different countries. The program sponsors several types of scholarships for undergraduate and graduate students. While abroad, scholars serve as ambassadors of goodwill to the people of the host country and give presentations about their homelands to Rotary clubs and other groups. All applicants must be citizens of a country in which there are Rotary clubs. The scholarships are not appropriate for students seeking to continue studies already begun at a foreign institution. Encouraged Fields of Study include health care awareness and education, children at risk, concern for the aging, literacy and numeracy, population issues, urban concerns, disabled persons, international understanding, poverty, hunger, and environmental awareness and protection. Interested applicants must apply through their local Rotary club. Those interested must apply either before or during application to graduate school. Because application deadlines vary by club and district, only local clubs can provide specific information on deadlines; deadlines may be as early as March or as late as July.

The Foundation provides guidance and awards scholarships to gifted Mexicans who wish to study for Master’s degrees at foreign universities in branches of knowledge of their choice, with the proviso that these provide a future contribution to the advancement and modernization of Mexico. It requires grantees to speak and write English at a level sufficient to take full advantage of their studies; to return to Mexico upon completion of their degrees in order to put to work the knowledge acquired; and to reimburse over time 30% of the scholarship received (to cover administrative expenses). This scholarship provides $7,500 to student-athletes at NCAA member institutions who, in their final year of eligibility, have performed with distinction as members of varsity teams in the sport for which they were nominated.  Nominees must have a minimum grade-point average of 3.2 and intend to continue academic work beyond the baccalaureate degree as a part-time or full-time graduate student. Selections are made three times each academic year.  The nomination form is available online at www.ncaa.org and is mailed to faculty athletics representatives, athletics directors, senior woman administrators and conference commissioners in the fall.  The nomination form and supporting information must be submitted during the correct seasonal category in relation to that sport. Only the faculty athletics representative (FAR) or the chief academics officer at the NCAA member institution where the nominee is or was a varsity student-athlete can make nominations. Charles B. Rangel International Affairs Fellowship Program

The program seeks to attract outstanding young people who have an interest in pursuing a career in the Foreign Service of the U. S. Department of State. Graduating seniors and recent college graduates with strong academic records are encouraged to apply. In 2006, there were ten fellowships of up to $28,000 annually towards tuition, room, board, books and mandatory fees for completion of a two-year master’s degree. At the conclusion of two years of study, the Fellow is expected to obtain a degree in international affairs or another area of relevance to the work of the Foreign Service (such as public administration, public policy, business administration, foreign languages, economics, political science, communications) at a graduate or professional school approved by the Ralph J. Bunche International Affairs Center. Rangel Fellows also participate in two internships. Each Rangel Fellow who obtains degree is committed to a minimum of three years of service in an appointment as a Foreign Service Officer. Beinecke Scholarship Program

The program seeks to encourage and enable highly motivated students to pursue opportunities available to them and to be courageous in the selection of a graduated course of study.  Each scholar receives $2,000 immediately prior to entering graduate school and an additional $30,000 while attending graduate school.  There are no geographic restrictions on the use of the scholarship, and recipients are allowed to supplement the award with other scholarships, assistantships, and research grants. Scholars are encouraged to begin graduate study as soon as possible following graduation from college, and they must utilize all of the funding within five years of completion of undergraduate studies. Students enrolled at a participating institution who are interested in applying for a Beinecke Scholarship should contact their campus liaison for information regarding the procedure to be followed in selecting the school's nominee. Those interested must apply while still an undergraduate student. Deadline for receipt of nominations is in March.

Scholarships are available to eligible American Indian students who are undergraduate or graduate students enrolled three-fourths to full time. To qualify, must be one-fourth or more Indian ancestry, a resident of Minnesota, a member of a federally recognized tribe, accepted at a college or university, and eligible to receive Pell or State Grants.
