Thomas H. Swain Fellowship in Public Leadership
Friends and colleagues of Minnesota leader Tom Swain call him “a model for our times and for generations to come.” To honor this public servant’s 80th birthday, they established the Thomas H. Swain Fellowship in Public Leadership at the Humphrey Institute of Public Affairs. The scholarship is awarded to students entering the Master of Public Affairs program who intend to study civic engagement or public leadership.
This year marks the 5th anniversary of the Thomas H. Swain Fellowship and its lasting impact on the on the lives of exceptional leaders in Minnesota. To commemorate this landmark we are launching an effort to provide the opportunity for another exceptional leader to study at one of the top public affairs schools in the nation each year.

Barbara L. Lukermann Service Award
Barbara L. Lukermann was a senior fellow and faculty member in the Humphrey Institute’s planning program from 1982 to 2008. She was a member of the planning community in the Twin Cities area for more than 40 years and helped create the Center for Urban and Regional Affairs at the University of Minnesota. The Barbara L. Lukermann Service Award was established in her honor in 2002.
This award is awarded annually to students in the master of urban and regional planning program who have made exceptional contributions to the planning community, both within the University and/or within the Twin Cities and Minnesota.

Arvonne Fraser Fund—Partnership in Public Affairs
Arvonne Fraser joined the Humphrey Institute in 1981 as one of its first senior fellows. At the Institute, she co-founded the Center on Women and Public Policy and directed the International Women's Rights Action Watch (IWRAW), a project dedicated to implementing the United Nations Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). The Arvonne Fraser Fund was established in her honor in 1995. This fund supports the many activities of the Center on Women and Public Policy at the Humphrey Institute.
